Is there a way that listeners can choose whether to reduce the bandwidth requirement for the jukebox? An option to reduce the quality, in other words, for those of us stuck with Internet connections from the late 1990s? Until Telstra sees fit to provide faster broadband speeds to us poor saps in Darwin, I'm limited to 1.5 Mbps and that's apparently not fast enough for the jukebox because it keeps buffering every 5 seconds.

Unfortunately not.
The buffering could also be caused by slow server connections. Some servers where the music is hosted on are just not that fast. I have a 20Mbs connection and noticed the buffering too for some tracks.
