Without login there is an error message saying

The Forum cannot be accessed. After login there is no problem. I haven't tried to register a new account.
Easy to reproduce using a private window in Chrome.

I have the same problem since a few weeks now. Thought it was on my end rather, so I didn't post about it yet...

Actually, I have the habit to visit the EMPortal at least once per day since, umm, 2011, I think. Oh, anniversary!
Anyway, at least once per day, and this error is occuring persistantly since perhaps two month or even longer EVERY SINGLE TIME.
Well, almost. There have been four or five occasions where it didn't happen, no idea why. Oh, and it's only from home, it doesn't happen from my computer at my daytime job, for example...

I think it's because your ip address at home changes every now and then. While your ip address at work is fixed. But that's a wild guess.
If no one is willing to tell about the error – and no one did, at least not publicly – there is no way someone can do something about it. It's as easy as that. Obviously, I didn't experience the error myself.
That being said, to the best of my knowledge this website is without technical support since I more or less left as an admin. I can't say if that has any implications.
For this issue, I did make a small change (yes, I admit). And hence my question to try again. If it solves the issue, great. If not...

How are new users supposed to read the forum before registering? I wouldn't blindly subscribe to some web service with a weird error message instead of readable forum articles.
In networking there is a feature called "IPv6 privacy extension". You get a new partly random IPv6 address each time you visit a web site. On purpose. Having a new IPv4 or IPv6 network address is nothing to be concerned about, unless you run your own services.
When was the last software update of this forum?

Well, actually I already tried again BEFORE my previous post (and once more just now), because otherwise, I wouldn't have been able to answer to Your comments at all...
And unfortunately, in spite of Your small change - many thanks for that, by the way! - the error still occurs.
It's not a really big deal - as long as I still can visit the EMPortal when logged in it's just a bit inconvenient. After all, to post something here, I need to log in anyway.
Still, at first it was indeed quite irritating (until I found out that logging in helps...).

Yes, the problem still persists. Just open a private browser window and try to navigate to the forum without login.

Well, despite the fact that I'm not an admin for emportal anymore, I did some further investigation.
I've found what's happening. Kind of. But I don't have a solution. Not yet. Or perhaps never.
It turns out Harri, BruecknerAmbient and a few other German users are all posting from the exact same ip address. An ip address that doesn't look like a regular user ip address.
Are you using a VPN service of sorts? Or has your provider recently changed tp ipv6? May I ask you who your ISP is?

ISP - oh, that...
I had to actually google these things to find out what You're talking about...
Anyway, I don't use any VPN service (at least I wouldn't know), my provider is Deutsche Telekom and actually I couldn't find out whether they recently changed to ipv6 or not (there were plans apparently to offer some ipv6 based services, I guess, but I only found it mentioned in articles that were already a few years old...).
Oh, and when I just arrived at this page before posting this, the error was still there...

My IP provider is Deutsche Telekom as well. No VPN.
Deutsche Telekom supports IPv6 in general, AFAICT. emportal.info has an IPv6 address as well. If the forum software stores the IP address in the database, but does not support IPv6, then this might be a problem. I would guess just 4 bytes of the IPv6 address are saved in the database (instead of all 16 bytes), which might look weird. They all look the same, because 12 bytes are cut off.
An easy workaround would be to withdraw the IPv6 address for emportal.info from DNS. The forum would be accessible just by IPv4.
But this is just a very wild guess.
